In this paper, we aim to present rhetorical strategies as a response of political actors to the environment of state instability. We will use a qualitative content analysis method to present the three political crises in the United States, Serbia, and Croatia. The paper aims to compare international rhetorical strategies as an attempt by political actors to avoid state instability.
