description This paper analysed the impact of the agricultural carbon reduction and emission reduction measures implementation on the environmental quality of surface water and groundwater in winter and summer in Henan and Anhui Province project areas by using entropy weight fuzzy matter element analysis method. The result showed that the reduction in the application of chemical fertilizers and pesticides had a certain impact on the improvement of the water environment by using agricultural carbon sequestration technologies.
