This paper constructs a risk assessment index system for CBM development projects consisting of six first-level indicators and 28 second-level indicators. The weight of each indicator is calculated by the structural entropy weight method. Secondly, based on the grey clustering analysis method, the theoretical model of risk assessment for coalbed methane development projects is established. Finally, an empirical study on a coalbed methane development project in Qinshui County, Shanxi Province was carried out using the evaluation system. After calculation, the overall risk level of the project is Grade II. The evaluation results are consistent with the actual situation of the enterprise, indicating that the established evaluation system has certain effectiveness and feasibility.
