The research uses the Kirkpatrick model to determine if the civil servants ' training courses lead to increasing efficiency in their activity. The results shed light on two aspects: the limited financial resources of the local authorities which lead to allocating few resources for the training courses; the indifference of the management of public institutions towards training courses which are not considered a priority.
