Zusammenfassung:A shift in emphasis of punishment from rehabilitation to obedience reflects the idea that the criminal justice system can never achieve its purposes by considering the individual circumstances of those within it; thus, it has begun to sanction punishments that are ever more tenuously linked to the offender's culpability. The commonalities in the federal statutes, regulations, bills and judicial opinions that make up this trend in criminal punishment are exposed and analyzed.
