Desperately seeking V.O. Key: New budget theory for new policy choices?

Commentary on Kenneth Oldfield's article Genetics and the Future of Government Budgeting Policies is provided. One suspects few would argue with his contention that "rapid advances will soon revolutionize our public spending priorities". Unfortunately, realigning spending priorities does not necessarily mean that public budgeting will revolutionize its decision-making and methodological constructs.
