The first counts on the expansion of public private partnership through privatization and using different forms of collective financing, under transparent legislative and procedural rules making investing in education attractive within the required quality standards. The second counts on improving government expenditure efficiency by using activity based costing, resources reallocation between the different education stages, the expansion of decentralization practices and finally by developing productive educational institutions and distance learning programs. |
