Zusammenfassung:This analysis provides public sector executives and managers with practical guidance in the application of strategic planning in their organizations through an examination of practical approaches which appear likely to provide substantial benefit at affordable cost. Successful application requires that the planning be tailored to the unique needs of the particular public organization. The strategic planning process consists of these basic activities: 1. Identify the organization's missions and goals. 2. Perform a resource audit to assess the organization's strengths and weaknesses. 3. Select strategic objective bases on rough cost/benefit analysis. 4. Formulate strategies to achieve the selected targets. 5. Provide resources to cover the first year's cost. Examples of application of strategic planning techniques are offered, involving: 1. a 2-year college system, 2. a state employment and training agency, and 3. a city government.
