description Hangzhou City is now experiencing lots of urban regenerations known as "Street and Lane reform" and "Garden Improvement Project", yet practically the results sometimes turned out to be different from that is expected. The phenomenon derives from various social realities, which is based upon the Chinese background nowadays. This essay takes these two issues as examples and analyzes both of their successful and unsuccessful experiences in three aspects, such as the pubic investment in private realm, government domination and public participation. It tries to find out what is working behind the whole operating system which makes the community working as we hoped. Finally, it argues that giving the community authorization could be the better community regeneration solution mode, and provides how to attract the private capital to make the regeneration really effective.
