The developed tertiary industry, consummate transport system and low-carbon energy supply system in London can be referenced to assist Beijing in establishing a low-carbon development pathway. The difference in the statistical coverage of population between these two cities also brings about the divergence of energy consumption per capita and CO2 emissions per capita between them.
