Introduction: Small states and cyber capabilities

This chapter discusses the foundations of the book and is divided into four parts. First, it presents the research puzzle and the objectives of the study, discussing the gap in the literature on cyber security and international relations. Second, the chapter introduces the scope and key concepts that are relevant to the study. Third, it clarifies the case selection of the study, emphasizing the significance of selection criteria and the geopolitical predicament of New Zealand, Singapore, and Brunei in the study of cyber strategy. Fourth, it discusses the methodology of the study, with a specific focus on measures implemented to enhance the validity and reliability as well as the limitations of the research design of the study.
