Zusammenfassung: | This chapter presents how the United Nations's Sustainable Development Goals affect the Autonomous Metropolitan University (UAM) community as Latin American citizens, as well as how they affect a Mexican University that implements a sustainability plan. The beliefs of UAM directives are one of the most important issues because the directives prepare, propose, and implement a change in policy directly related to a policy subsystem. The chapter analyses the process of implementing PIHASU. PIHASU calls for a bottom-up decision-making process involving actors with various levels of responsibility. Implementation of PIHASU is analysed through three mechanisms that allow for change: external shocks, a stalemate in negotiations, and accumulation of scientific or technical evidence. The unit of analysis was the process of implementing PIHASU, focusing specifically on actions that took place in the General Provost, which was responsible for managing planning processes on the five campuses, providing funds, and coordinating management processes among campuses. |
