Zusammenfassung: | Comments on the debate in this special journal issue (all, 2002) on "moving to opportunity" initiatives & mixed housing policies, & offers data from the URBEX research program, which analyzed the spatial dimensions of social exclusion & integration in 6 countries, 11 cities, & 22 neighborhoods throughout Europe. Some assumptions about the concentration of poverty & its impacts on individual opportunities are examined, & it is argued that policy reform efforts must address the problem at the levels of society, state, city, & neighborhood. Evidence from the Netherlands on the effects of neighborhood composition on the social mobility of people receiving social benefits is offered to support this contention. 7 References. K.
