The adaptation of each tool and the fine-tuning of them have to meet the needs of their own country. The implementation will be in clearly defined patient and practically orientated stages taking into account the different health care environments in different European countries, and the different levels of health care. The Q-NET application is a telematic network in health care, consisting of several interdependent elements: local application, network application, and telemedicine application.
