This paper presents the method to bring IRE into regional IOM by providing the example of how regional IOM can be applied for estimating effectiveness of IRE in a normal-sized region. In application of IOM, this research provides two conditions of existing IRE and IRE under planning. IOM reveals utilizing characters of energy and environment, three mathematic methods arrange IRE for sectors of regional production and final demand, IRE effectiveness related to n sectors is clearly determined. The purpose of this research is to apply IOM for planning of renewable energy and estimating environment load, it is very useful for saving traditional energy and protect regional environment from degradation.
