A reference model for an improved collaborative business processing in a Moroccan governmental administration

description | The aim of this work is to construct a reference model for application processing in a Moroccan public administration. We used the Zachman framework for enterprise architecture. The chosen case study is the "Economics service and police administration" in the Agdal district of the city of Fez. First, we built the actor diagram that represents the different actor's domain and their goals. Then the rational diagram is used to show how the application is processed within the service using tasks, goals and resources. The representation - modeling- of the responsibilities of the agents together with the different scenarios is achieved using use case maps (UCM). The different activities and the workflow are represented in the business process model. It shows collaborations between services belonging to different specialized sectors as depicted in figure 1. Then, statistical analysis is conducted to assess the processes performances. The results showed inefficient time laps due to the requirement of multiple authorization signatures. Significant improvements were obtained by introducing a single delegated authorizing signature. The gain is in both the execution time and the required resources. Quicker responses also lead to more citizen satisfaction Finally, a reference model is proposed by abstracting the specificity of our case study and generalizing it to any application processing in the Morocco governmental administration. Modeling existing business processes allows us to identify potential problems before we can alleviate the main drawbacks and improve efficiency. The reference model we proposed can be used as skeleton on which one can build any specific collaborative processing. |
