From practical perspectives, two dimensions, life cycle and view point of management, are designed into a matrix-type risk factors questionnaire. In data processing, taking the number of experts and feature of project management into account, the comprehensive expert weight method is proposed which is composed of level weight and qualification weight. Also, directly risk assessment and indirectly calculated risk evaluation are compared and proved their complementary to each other by gray correlation analysis.
