This paper describes the design, analysis, implementation, and testing of new capabilities for data sharing, geospatial and event analysis, and user interaction. Performance testing indicates that the new version, developed by the authors, provides increased speed of analysis and program navigation, an increased amount of crime data shared between Virginia jurisdictions, and an increased number of WebCAT analysis tools. Law enforcement agencies throughout the state can use the enhanced system to improve crime prediction and response, and consequently enhance safety for all Virginia residents.
