During the Covid-19 health crisis, many articles were published on the public hospital and its difficulties. On this occasion, analysts stressed how much management and in particular management control mechanisms were largely responsible for the ills of the public hospital. But the perceptions of the actors we collected in the daily Le Monde show that they confuse management control and bureaucratic control of results.
