RIGHT TO THE CITY: A CRY AND A DEMAND FOR MICRO AND MACRO TERRITORIAL POLICIES/DIREITO A CIDADE: UM GRITO E UMA DEMANDA PARA AS POLITICAS MICRO E MACROTERRITORIAL

We propose to discuss the right to the city as a theoretical reflection tuned to urban social movements and civil society organizations, both in its direct action on the causes and locations that they are committed to, as well as in the spaces of institutionalized participation. In this theoretical essay, we seek to reflect on aspects of macro and microterritorial policies and the right to the city, and then discuss the utopian project initiated by Henri Lefebvre (2001) and reinforced by David Harvey (2013, 2014) as a route out of the various failures reported in the spaces of institutionalized participation in its aspect of social control and effective search for a more just and inclusive city. We think the microterritorial policy in connection with macroterritorial policy, both pursuing the right to a different future and effective control of the spaces already dedicated to social control of public policies. As a central contribution, we noted that this concept can be used to treat both the micro and macroterritorial policy, an approach that considers the entire city, bearing in mind that civil society actors sometimes act in different causes and prioritize different demands, but in essence they compete for the same right, the right to the city.Keywords: Right to the city; organized civil society; urban social movements; participation; social control.Propomos discutir o direito a cidade como uma reflexao teorica sintonizada aos movimentos sociais urbanos e organizacoes da sociedade civil, tanto em sua atuacao direta nas causas e locais em que se empenham, quanto nos espacos de participacao institucionalizada. Neste ensaio de natureza teorica, buscamos refletir sobre aspectos da politica macro e microterritorial, assim como o direito a cidade, para entao problematizar o projeto utopico iniciado por Henri Lefebvre (2001) e reforcado por David Harvey (2013, 2014) como possibilidade de saida para os diversos insucessos relatados nos espacos de participacao institucionalizada em seu aspecto de controle social e de efetiva busca por uma cidade mais justa e inclusiva. Pensamos a politica microterritorial em conexao a politica macroterritorial, cujo fim e o direito a um futuro diferente para que se controle de forma efetiva os espacos voltados para o controle social de politicas publicas.
