However, the main focus of this work represents the design of the original model which specifies actions required to track and evaluate the advancements in the information society of Serbia. This model assumes: • theoretical foundation, • compatibility with the European Union (EU) standards, which enables its broad use in the projects with international cross-country analyses and comparisons, • compliance with the particularities of Serbian information society and the existing possibilities of Serbia for investment and further development. Formulation of the model has encompassed: • selection of the set of Information Society Indicators (ISI) in accordance with EU standards, but with modification with regards to characteristics and development possibilities of Serbia, • transformation of the ISI set that enables their ranking according to the significance for monitoring of the information society, • extracting a subset of the most relevant ISI, • Defining the sub-model that quantifies the degree of digital divide through an unique compound indicator - Digital Polarization Index (DPI). The formulated model has been verified on the case of Serbia, through monitoring and analysis of its information society over the 5-year period. The verification process has consisted of: •statistical monitoring, quantification and relevant data analysis, and •analysis of the results with respect to determining the current

The verification process has consisted of: •statistical monitoring, quantification and relevant data analysis, and •analysis of the results with respect to determining the current state, discovering and quantifying of ‘critical points’ in the development of the information society in Serbia, as well as forecasting its future progress. Professional contribution of the dissertation is the evaluation of the information society development in Serbia, both from the perspective of the population and the economy. Furthermore, dissertation contributes by providing quantification and evaluation of the intensity of digital divide and its trends, as well as targeting ‘digitally’ most underdeveloped groups within the population in Serbia. Basic scientific contribution has been achieved through the formulation of the model for monitoring and evaluation of the information society development. This model is based on the I-distance method and cluster analysis, as two adequately combined methods of multivariate analysis. The initial set of indicators has been reduced to the subset of the most relevant ones, after ranking according to their I-distance value and the application of the cluster analysis. The obtained subset encompasses the most significant indicators, according to the ‘information quantity’ for the information society assessment. By reducing the number of indicators, while preserving the valuable information content, the applicability of this model in practice has been greatly increased. In addition, the dissertation defines the model for quantification of individual and total digital divide in different areas, by introducing the digital polarization index. Main features of this model are its generality, flexibility and openness for adding or changing its basic components. This allows possibility for identification, definition and calculation of the various individual sub-indices of digital polarization, used in calculating the total DPI (expressed by arbitrarily selected sets of indicators and arbitrarily determined subgroups of the sample). Such features of the model are valuable in terms of its applicability in conditions of the high pace of changes in the ICT area. Social contribution of the dissertation is the vast potentials of application of its results in the field of monitoring and quantifying the information society, as well as in the process of guiding and harmonizing its development. The formulated model can be used as a strategic decision support tool, also as a tool for observing and minimizing the digital divide. Furthermore, it can be used to support the evaluation of the different complex social phenomenon, which are outside the information society framework. Predmet disertacije pripada oblasti informacionog društva, njegovog razvoja i mehanizama za praćenje i merenje tog razvoja. Doktorska disertacija prikazuje dosadašnja istraživanja i teorije o informacionom drušvu i njegovoj evoluciji i oblicima, faktorima njegovog razvoja i međunarodnim inicijativama koje usmeravaju i usaglašavaju njegov globalni razvoj. Proučavajući oblast merenja informacionog društva kao složene pojave opisane skupom međusobno korelisanih pokazatelja, u tezi se traži najpogodnija metrika kojom bi se prevazišla složenost i olakšalo praćenje, vrednovanje i izvođenje zaključaka o aktuelnom stanju informacionog društva. Pored evolucije i klasifikacije benčmarking indikatora, kao elementarnih činilaca svake metodologije za merenje informacionog društva, u tezi je dat i pregled najznačajnijih svetskih metodologija za vrednovanje informacionog društva. Centralno mesto predstavlja projektovanje originalnog modela koji definiše postupke neophodne za praćenje i evaluaciju razvoja informacionog društva Srbije. Ovaj model podrazumeva: • teorijsku zasnovanost, • kompatibilnost sa standardima Evropske Unije koja omogućava učešće u međunarodnim projektima, analizama i poređenjima, • prilagođenost specifičnostima Srbije, njenom aktuelnom stanju informacionog društva mogućnostima za ulaganje u dalji razvoj. Definisanje modela za merenje i evaluaciju informacionog društva Srbije obuhvatilo je: • selekciju skupa indikatora informacionog društva (IKT indikatora) u skladu sa zahtevima Evropske Unije, uz prilagođavanje specifičnostima i razvojnim mogućnostima Srbije, • transformaciju skupa IKT indikatora, koja omogućava njihovo rangiranje prema značaju za praćenje informacionog društva, • izdvajanje podskupa najznačajnijih IKT indikatora, • definisanje podmodela za kvantitativno izražavanje nivoa digitalnih podela preko sintetičkog pokazatelja - indeksa digitalne polarizacije. Projektovani model je verifikovan implementacijom na slučaju Srbije, kroz praćenje i analizu stanja razvoja informacionog društva u petogodišnjem periodu. Tom prilikom je izvršeno: • statističko praćenje, merenje i obrada relevantnih podataka, • analiza rezultata istraživanja koja je omogućila sagledavanje aktuelnog stanja, otkrivanje i kvantifikovanje ‘kritičnih tačaka’ u razvoju informacionog društva Srbije, kao i predviđanje njegovog budućeg razvoja. Stručni doprinosi disertacije su evaluacija razvoja informacionog društva Srbije, na domenu stanovništva i na domenu preduzeća, merenje i procena nivoa digitalnih podela i njihovog trenda, kao i lociranje ‘digitalno’ najugroženijih grupa u okviru populacije Srbije. Osnovni naučni doprinos ostvaren je kroz projektovanje modela za praćenje i vrednovanje razvoja informacionog društva. Model u osnovi sadrži metodu I-odstojanja i klaster analizu, kao adekvatno kombinovane metode multivarijacione analize. Osnovni skup indikatora je, nakon rangiranja prema vrednostima I-odstojanja i primene klaster analize, redukovan na podgrupu onih indikatora koji su za ocenu informacionog društva najznačajniji, jer nose najveću količinu znanja o njemu. Smanjenjem broja indikatora značajno je povećana primenljivost modela u praksi. U tezi je definisan i konkretan model za kvantitativno izražavanje pojedinačnih i ukupnih digitalnih podela u različitim domenima, izvođenjem sintetičkog pokazatelja digitalne polarizacije. Karakteristike ovog modela su opštost, fleksibilnost i otvorenost za dodavanje ili izmene osnovnih elemenata modela. To podrazumeva mogućnost za uočavanje, definisanje i izračunavanje proizvoljnog broja pojedinačnih podindeksa digitalne polarizacije, prema proceni mogućih uzroka digitalnih podela. Podindeksi, iz kojih se izvodi ukupni indeks digitalne polarizacije (IDP), izražavaju se proizvoljno izabranim skupovima pokazatelja, uz proizvoljno određene podele uzorka na podgrupe. Ovo svojstvo modela značajno je u kontekstu aktuelne brzine promena u oblasti IKT. Društveni značaj disertacije ogleda se mogućnostima široke primene njenih rezultata u procesu praćenja i merenja informacionog društva, kao i usmeravanja, podsticanja i harmonizovanja njegovog razvoja. This model assumes: • theoretical foundation, • compatibility with the European Union (EU) standards, which enables its broad use in the projects with international cross-country analyses and comparisons, • compliance with the particularities of Serbian information society and the existing possibilities of Serbia for investment and further development. Formulation of the model has encompassed: • selection of the set of Information Society Indicators (ISI) in accordance with EU standards, but with modification with regards to characteristics and development possibilities of Serbia, • transformation of the ISI set that enables their ranking according to the significance for monitoring of the information society, • extracting a subset of the most relevant ISI, • Defining the sub-model that quantifies the degree of digital divide through an unique compound indicator - Digital Polarization Index (DPI). The formulated model has been verified on the case of Serbia, through monitoring and analysis of its information society over the 5-year period. The verification process has consisted of: •statistical monitoring, quantification and relevant data analysis, and •analysis of the results with respect to determining the current state, discovering and quantifying of ‘critical points’ in the development of the information society in Serbia, as well as forecasting its future progress. Professional contribution of the dissertation is the evaluation of the information society development in Serbia, both from the perspective of the population and the economy. Furthermore, dissertation contributes by providing quantification and evaluation of the intensity of digital divide and its trends, as well as targeting ‘digitally’ most underdeveloped groups within the population in Serbia. Basic scientific contribution has been achieved through the formulation of the model for monitoring and evaluation of the information society development. This model is based on the I-distance method and cluster analysis, as two adequately combined methods of multivariate analysis. The initial set of indicators has been reduced to the subset of the most relevant ones, after ranking according to their I-distance value and the application of the cluster analysis. The obtained subset encompasses the most significant indicators, according to the ‘information quantity’ for the information society assessment. By reducing the number of indicators, while preserving the valuable information content, the applicability of this model in practice has been greatly increased. In addition, the dissertation defines the model for quantification of individual and total digital divide in different areas, by introducing the digital polarization index. Main features of this model are its generality, flexibility and openness for adding or changing its basic components. This allows possibility for identification, definition and calculation of the various individual sub-indices of digital polarization, used in calculating the total DPI (expressed by arbitrarily selected sets of indicators and arbitrarily determined subgroups of the sample). Such features of the model are valuable in terms of its applicability in conditions of the high pace of changes in the ICT area. Social contribution of the dissertation is the vast potentials of application of its results in the field of monitoring and quantifying the information society, as well as in the process of guiding and harmonizing its development. The formulated model can be used as a strategic decision support tool, also as a tool for observing and minimizing the digital divide. Furthermore, it can be used to support the evaluation of the different complex social phenomenon, which are outside the information society framework. Predmet disertacije pripada oblasti informacionog društva, njegovog razvoja i mehanizama za praćenje i merenje tog razvoja. Doktorska disertacija prikazuje dosadašnja istraživanja i teorije o informacionom drušvu i njegovoj evoluciji i oblicima, faktorima njegovog razvoja i međunarodnim inicijativama koje usmeravaju i usaglašavaju njegov globalni razvoj. Proučavajući oblast merenja informacionog društva kao složene pojave opisane skupom međusobno korelisanih pokazatelja, u tezi se traži najpogodnija metrika kojom bi se prevazišla složenost i olakšalo praćenje, vrednovanje i izvođenje zaključaka o aktuelnom stanju informacionog društva. Pored evolucije i klasifikacije benčmarking indikatora, kao elementarnih činilaca svake metodologije za merenje informacionog društva, u tezi je dat i pregled najznačajnijih svetskih metodologija za vrednovanje informacionog društva. Centralno mesto predstavlja projektovanje originalnog modela koji definiše postupke neophodne za praćenje i evaluaciju razvoja informacionog društva Srbije. Ovaj model podrazumeva: • teorijsku zasnovanost, • kompatibilnost sa standardima Evropske Unije koja omogućava učešće u međunarodnim projektima, analizama i poređenjima, • prilagođenost specifičnostima Srbije, njenom aktuelnom stanju informacionog društva mogućnostima za ulaganje u dalji razvoj. Definisanje modela za merenje i evaluaciju informacionog društva Srbije obuhvatilo je: • selekciju skupa indikatora informacionog društva (IKT indikatora) u skladu sa zahtevima Evropske Unije, uz prilagođavanje specifičnostima i razvojnim mogućnostima Srbije, • transformaciju skupa IKT indikatora, koja omogućava njihovo rangiranje prema značaju za praćenje informacionog društva, • izdvajanje podskupa najznačajnijih IKT indikatora, • definisanje podmodela za kvantitativno izražavanje nivoa digitalnih podela preko sintetičkog pokazatelja - indeksa digitalne polarizacije. Projektovani model je verifikovan implementacijom na slučaju Srbije, kroz praćenje i analizu stanja razvoja informacionog društva u petogodišnjem periodu. Tom prilikom je izvršeno: • statističko praćenje, merenje i obrada relevantnih podataka, • analiza rezultata istraživanja koja je omogućila sagledavanje aktuelnog stanja, otkrivanje i kvantifikovanje ‘kritičnih tačaka’ u razvoju informacionog društva Srbije, kao i predviđanje njegovog budućeg razvoja. Stručni doprinosi disertacije su evaluacija razvoja informacionog društva Srbije, na domenu stanovništva i na domenu preduzeća, merenje i procena nivoa digitalnih podela i njihovog trenda, kao i lociranje ‘digitalno’ najugroženijih grupa u okviru populacije Srbije. Osnovni naučni doprinos ostvaren je kroz projektovanje modela za praćenje i vrednovanje razvoja informacionog društva. Model u osnovi sadrži metodu I-odstojanja i klaster analizu, kao adekvatno kombinovane metode multivarijacione analize. Osnovni skup indikatora je, nakon rangiranja prema vrednostima I-odstojanja i primene klaster analize, redukovan na podgrupu onih indikatora koji su za ocenu informacionog društva najznačajniji, jer nose najveću količinu znanja o njemu. Smanjenjem broja indikatora značajno je povećana primenljivost modela u praksi. U tezi je definisan i konkretan model za kvantitativno izražavanje pojedinačnih i ukupnih digitalnih podela u različitim domenima, izvođenjem sintetičkog pokazatelja digitalne polarizacije. Karakteristike ovog modela su opštost, fleksibilnost i otvorenost za dodavanje ili izmene osnovnih elemenata modela. To podrazumeva mogućnost za uočavanje, definisanje i izračunavanje proizvoljnog broja pojedinačnih podindeksa digitalne polarizacije, prema proceni mogućih uzroka digitalnih podela. Podindeksi, iz kojih se izvodi ukupni indeks digitalne polarizacije (IDP), izražavaju se proizvoljno izabranim skupovima pokazatelja, uz proizvoljno određene podele uzorka na podgrupe. Ovo svojstvo modela značajno je u kontekstu aktuelne brzine promena u oblasti IKT. Društveni značaj disertacije ogleda se mogućnostima široke primene njenih rezultata u procesu praćenja i merenja informacionog društva, kao i usmeravanja, podsticanja i harmonizovanja njegovog razvoja. Primena projektovanog modela moguća je u svojstvu alata za podršku strateškom odlučivanju, praćenju i minimiziranju digitalnih podela, ali i za potrebe evaluacije složenih pojava koje su izvan okvira informacionog društva, za koga je model prevashodno projektovan.</abstract><pub>University of Belgrade, Faculty of Organizational Sciences</pub><oa>free_for_read</oa></addata></record>
