They provide the educational, social, economic and policy context which shape countries' NQFs; assess the application of learning outcomes in the national education system; summarise the governance, stakeholder and legislative arrangements countries have adopted; examine the links between NQFs and associated policies, instruments and services; and conclude with an assessment of impact, successes and challenges.
