The system comprises a fossil fuel boiler (1), a high-temperature gas-cooled reactor (2), a steam turbine (3), a power generator (4), and an auxiliary machine system (5), wherein the fossil fuel boiler (1), the high-temperature gas-cooled reactor (2), the steam turbine (3) and the auxiliary machine system (5) are sequentially connected in a flow direction of a medium; a steam exhaust port of a high-pressure cylinder (31) of the steam turbine (3) is connected to the high-temperature gas-cooled reactor (2); and the steam turbine (3) is connected to the power generator (4), and steam from the fossil fuel boiler (1) is output as saturated steam or superheated steam.
