The common base frame comprises a base (2), a plane guide rail (3), a guide rail fixing member (3a), a support (5) and a frame (18), wherein the frame is fixedly mounted on the base, the support is located at the bottom of the base, the plane guide rail is arranged on the base in a plane by means of the guide rail fixing member, and the base, the plane guide rail, the guide rail fixing member, the support and the frame jointly form a common base frame body (1). Further disclosed is a grooving machining center having a common base frame.
