Zusammenfassung: | Disclosed in the present invention is a non-oriented electrical steel plate with good magnetic performance. In addition to Fe and inevitable impurities, the non-oriented electrical steel plate further contains the following chemical elements, in percentages by mass: 0<C≤0.0025%, Si: 0.2-1.6%, Mn: 0.2-0.6%, Al: 0.2-0.6%, V: 0.001-0.008%, N: 0.002-0.0045%, 0<Nb≤0.003% and 0<Ti≤0.003%. In addition, further disclosed in the present invention is a manufacturing method for the non-oriented electrical steel plate with good magnetic performance. The manufacturing method comprises the steps of: (1) smelting and casting; (2) hot rolling, wherein a steel coil is not subjected to normalizing annealing or cover annealing after hot rolling, but directly enters the next step; (3) acid pickling; (4) cold rolling; and (5) finished product annealing: rapidly heating the cold-rolled steel plate to a target soaking temperature from room temperature at a heating rate of 80-1000ºC/s.
