Zusammenfassung: | Disclosed in the present invention are an anode catalyst layer with a high reversal tolerance capability and a preparation therefor, and the application thereof to a membrane electrode and a fuel cell. The anode catalyst layer comprises an anode inner catalyst layer, which is close to a proton exchange membrane, and an anode outer catalyst layer, which is close to a gas diffusion layer, wherein at least the anode inner catalyst layer comprises a reversal-tolerant catalyst and a hydrophilic additive; and the content of the hydrophilic additive in the anode inner catalyst layer is not less than that in the anode outer catalyst layer, or a water-retaining capacity of the anode inner catalyst layer is not less than that of the anode outer catalyst layer.
