The light scattering layer has a refractive index [N''] greater than a refractive index [N'] of the transparent substrate. First and second layers made of a material other than molten glass are arranged between the light scattering layer and the first electrode. A refractive index N1 of the first layer is greater than [N'], and a refractive index N2 of the second layer is greater than each of [N'], [N''], and N1.
