The method includes: performing, by a terminal device, small data transmission SDT with a first network device, where the terminal device is interested in receiving or is receiving a first broadcast service from the first network device, and the SDT is data and/or signaling transmission in a radio resource control RRC inactive state; and the first network device is a network device corresponding to a cell on which the terminal device camps; and; sending, by the terminal device, first information to the first network device, where the first information includes information about the first broadcast service, and the first information is used by the first network device to provide the first broadcast service for the terminal device.
