The order checkout device (50) includes: an identification information obtaining unit (52) that obtains user identification information including a telephone number from a terminal device (10) of a user who has accessed an online store; an order data obtaining unit (52) that obtains order data of the user; and an authentication information obtaining unit (52) that obtains authentication information for performing authentication from the terminal (10) by using the obtained telephone number; and a determination unit (54) that determines whether or not the user can make an order checkout from the obtained order data.
