The current invention provide a novel method to extend the material spectrum to highly water soluble materials by using non- ionized polyelectrolytes in an organic phase (Reverse Phase) instead of polyelectrolyte salts in an aqueous environment of the common art. Reverse Phase LbL is applicable to encapsulate highly water soluble substances, such as proteins, sugars, ascorbic acid, fragrants, inorganic salts, amino acids and vitamins, which could not be encapsulated by the current LbL technology.
