System comprises a plurality of drainage networks, divided into m zones, m≥1, which include waste water consumption accounting units installed at outputs from each zone, equipped with information output means, at least one sensor of the amount of atmospheric precipitation with the possibility of determining rainfall intensities, a unit for determining water consumption in zones, a unit for determining water disposal in zones, to the input of which there are outputs of output means of outputting information of units for recording consumption of waste water, unit for estimating volume of atmospheric precipitation in zones, to the input of which outputs of at least one sensor of the amount of atmospheric precipitation are connected, a unit for assessing water disposal in zones from individual sources of water supply, unit for formation of zonal data bases containing data fields of time intervals k, water consumptionwater disposalwater disposal from individual sources of water supplyvolume of atmospheric precipitationto the input of which are connected outputs of unit for determination of water consumption in zones, unit for determination of water disposal in zones, unit for estimating volume of atmospheric precipitation in zones, unit for estimating water discharge in zones from individual sources of water supply, unit for primary sampling of data from zonal databases on condition of equality of zero volume of atmospheric precipitation per day, to input of which is connected output of unit for formation of zonal databases.
