Invention provides preparing the composition with about neutral pH value (7.5-8.5) eliciting good cleansing and detergent properties, no causing metal corrosion and retaining these properties up to -55 C. ^ EFFECT: valuable properties of composition. ^ 1 tbl, 1 ex
