FIELD: mobile communication systems for burst data transfer. ^ SUBSTANCE: proposed method and device are intended to transmit/receive information controlling data transfer speed over return link only during time period assigned for planning user's data so as to evaluate data transfer speed over forward link in mobile communication system of high-speed data transfer control type. Access network transmits request light bit of data transfer speed control, or access terminal detects preamble of all users and its own preamble to control transmission of data transfer speed control information. Along with controlling transmission of data transfer speed control information some access terminals are controlled for transmitting signals of pilot channels and return-link system information channels during time moments other than those of other access terminals. ^ EFFECT: reduced noise load in return link system and, consequently, enhanced capacity of return-link system. ^ 42 cl, 15 dwg
