Bushing has coaxial annular groove on its outer end, with depth of groove being equal to lambda/4, and cylindrical surface covered with layer of high-voltage dielectric. Super-high frequency band line is passed through one of split axles and extremely high-frequency band line is passed through other split axle, each of lines being connected to related bushing. Control unit is connected to extremely high-frequency band source to control drum rotation. Apparatus is used for presowing treatment of seeds of different crops.
