According to the invention, the plant consists of an immobile bio-photoreactor (1) and a vertically mobile bio-reactor (2) connected by a flexible connection (3) and separated by a throttle valve (4) and some service connections and equipments, where the bio-photoreactor (1) includes a Bialecki stack (a) of rings (6) for columns with filling, on the surface of which a consortium of microorganisms generates the bioactive film, the stack (a) being built on a perforated metal disc (8) and introduced into a bag (7) made of polymeric mesh, a hose (9) for illumination with LEDs emitting white light and a drive system for vertical reciprocating motion are placed inside and around said stack (a), said drive system consisting of a motor (10), a speed reducer, an eccentric disc (11) and a twisted cable (12) passing on a pulley system (13) and entering the bioreactor (2) by a hydraulic closure (14), a spiral dispersing device (15) connected by a nozzle (16) and a collecting cone (18) connected through a valve (19) to a biomass discharge and take-over system. The process, as claimed by the invention, includes a preliminary plant cleaning and sterilization stage and the cultivation of the microorganism consortium within the bioreactor (2), priming the plant, feeding the bio-photoreactor (1) with culture medium, consolidation of microorganisms in the bio-photoreactor (1), purification of the bubbled air using a consortium of micro algae and bacteria encapsulated in their own biofilm, in order to take over, metabolize and fix as biomass the volatile carbon compounds from the polluted air, by illumination of the stack, collecting, decanting and finally discharging the biomass excess settled in the cone (18) of the bio-photoreactor (1).
