Zusammenfassung:	A decoder for decoding an input encoded bitstream with incorporated enhancement control parameters is disclosed. A base stream is enhanced based on enhancement control parameters. At least one picture content parameter has been extracted from the enhanced base stream. The calculated control parameters are incorporated into the encoded output bitstream. The decoder decodes the input signal and separates the enhancement control parameters from the decoded signal. An enhancement unit enhances the decoded signal based on the enhancement control parameters.
