Zusammenfassung:The maintenance of usefulness of a BESS and the reduction of operational costs are achieved using a thermal energy accumulating apparatus that can store cold energy. According to the invention, a BESS 2, which provides a service to stabilize power with respect to a power grid 9 includes a battery 4 that can be charged or discharged, a PCS 5 that bidirectionally converts power which is input and output between a battery 4 and the power grid 9, an air conditioning system 6 that regulates a temperature of the battery 4, and an energy management apparatus 7 that controls operation of the BESS 2. The air conditioning system 6 can be thermally coupled with the TESS 3 that can store cold energy. The energy management apparatus 7 controls operation of the air conditioning system 6 and the TESS 3 and controls charging and discharging of the battery 4, based on a state of charge of the battery 4 and a cold energy stored state of the TESS 3.
