The apparatus comprises: an input data construction unit which divides an input file input to the topsoil environment change prediction model into a main file including part of a file list having information on a target area in which the model is to be executed and applied and subfiles including detailed information on the target area, analyzes daily meteorological data for the target area from the input file to extract monthly statistical information, and converts the same into input data; a soil loss probability estimate calculation unit which calculates a soil loss probability estimate by applying pre-selected factors to the input data constructed for a selected basin and the soil loss prediction model built; and a soil loss prediction result output unit which outputs the result of comparing an actual amount of the loss of soil with a predicted amount of the loss of soil by reflecting correction coefficients in the calculated soil loss probability estimate.
