The valve frame pushing part includes: a frame guide pin fixed to one of the neutral valve part and the operation valve frame part; a through hole installed on the other one of the neutral valve part and the operation valve frame part; and a frame coil spring pushing the periphery of a base part of the frame guide pin and the periphery of the through hole in a direction opposite to the flow path direction.
