An anchor pin inserted into the hollow shaft of the upper and the lower flange fixes a waterproofing member on an upper portion of a drilled hole of concrete with the hole. Since protrusions are arranged on a lower portion of the flange, and the hollow shaft, into which the anchor pin integrated into background concrete can be inserted, is arranged on the middle portion, a panel or a waterproofing member of a sheet shape can be firmly fixed on a waterproof background. A waterproof coating material can flow into the lower flange to form a waterproofing member joint or a coated waterproof layer.
