The safety handle device is installed in an entrance and arranged in a working space through the entrance when being descended. The safety handle device is exposed to the outside by being pulled out through the entrance when being ascended so that the entrance can be easily opened or closed by a cover. Therefore, the present invention reduces manufacturing costs by having a simple structure and being conveniently installed and constructed.
