A paper stock is manufactured by using natural fibers (S10). A stencil paper is manufactured by adding the predetermined amount of monomer solution having a double bond into the paper stock in order to bridge-react to the cellulose molecules of natural fibers and press-drying the same (S10). The stencil paper is dipped in a creasing prevention surface process aqueous solution (S30). Thermal, infrared rays or electromagnetic waves are treated so that cross-link bond between the cellulose molecules of the stencil paper and the creasing prevention surface process aqueous solution is formed and hardened (S40).
