The tool information analyzing unit checks a rotational direction of a turret according to a tool exchange command and checks one or more tools positioned between a current tool and an exchanged tool. The data comparing unit calculates a difference between an offset quantity of the current tool and an offset quantity of one or more tools and selects a tool in which is the closest to a base material. The position interpreting unit calculates a transfer position quantity in which the tool can be exchanged to prevent a collision with the base material using an end point position coordinate of a tool selected in the data comparing unit and an outermost position coordinate of the base material.
