Zusammenfassung:	An image signature creating method for discriminating a still image and an apparatus thereof are provided to prevent and intercept illegal contents distribution through search and identification of a still image which is illegally deformed. A map is formed by dividing a loop and an angle of a predetermined distance by a radius unit(110). An average pixel distribution value per each loop is calculated(115). The first variability distribution value of the calculated average pixel distribution value is calculated(120). The second variability distribution value is calculated by the first variability distribution value(125). Rotary variability distribution per each loop is calculated(130). Each characteristic distribution value calculated from the first calculation process to the fourth calculation process is converted into a bit string(135). An image signature is generated by performing the first merge of the converted bit string(140).
