A signal switching unit(160) is connected with the emergency report processor, and performs signal switching so as to perform connection with a telephone(200) using a PSTN(Public Switched Telephone Network) or connection with a public security management server(300) using a network. A microphone(170) and a speaker(180) are connected with the emergency report processor.
