A method for constructing a system for examining technical changes in designing a ship comprises the following several steps. A system accepts a new development request, a design plan, or an item change request, and analyzes work load. The system accepts an ECR(Engineering Change Request) like an owner comment request, a class comment request or a customer/class drawing comment, and registers the accepted request. The system designates a worker in charge of the ECR and notifies the worker of content of the ECR. The system checks content of an engineering change class caused by the ECR and determines whether the ECR is accepted. The system determines provisional or permanent change according to items of the ECR. The system approves item requests of manufacturing feedback or design itself and customer or class approval request items, and distributes the approved result to requesters or related teams. The system issues an engineering change order from the accepted design plan and technical change. The system registers the ECR on design related teams.
