The lower retainer bracket is integrally formed with a fixing unit(22) connected with the insertion hole and protruded to a front of the fender. In addition, the lower retainer bracket is fixed in tight contact with an inner surface of the fender and a lower surface of a flange rib formed at an end of the bumper. The rotation part is integrally formed with the lower retainer bracket and is rotatable toward the fixing unit. The upper retainer bracket is extended from the rotation part and tightly contacted with an upper surface of the fender by one end thereof.
