In case that the booting process is failed, the controller performs the booting process by selecting another boot ROM image. Each boot ROM image area includes a boot ROM start area, a code area for selecting the boot ROM, and a boot ROM header. In the case that change of the boot ROM is requested, one of the boot ROM images is changed by using a boot ROM programming function. A storing part(300) stores state information of the boot ROM image used for a booting process.
