CONSTITUTION: The system comprises an annular reactor on a lower part of which a fluid inflow port is formed, and on an upper part of which a fluid discharge port is formed, and a bubbler(4) for supplying air or oxidizer gas into the reactor from the lower part of the reactor, wherein the reactor comprises a quartz tube(2) in which an ultraviolet lamp(1) is included, and which is vertically arranged in an inner central part of the reactor, and one or more stages of turbulence induction means comprising a pair of turbulence induction rings(3) having inner diameter larger than outer diameter of the quartz tube and having different inner diameter and outer diameter with being vertically arranged and spaced apart from each other in a certain distance on the circumference of the quartz tube to flow a reaction fluid in a direction perpendicular to the quartz tube. The method for wastewater treatment comprises photocatalytic decomposition of wastewater by simultaneously injecting air or oxidizer gas from a bubbler under the reactor as wastewater being introduced into a reaction system for wastewater treatment perpendicularly to an ultraviolet lamp in the presence of oxidizer, arbitrary oxidation supporting agent, photocatalyst or a mixture thereof.
