Zusammenfassung:	PURPOSE: To prevent output of a rotation signal when rotation of a handle is stopped during rotation input. CONSTITUTION: In a rotary body 1, a locking protrusion 7a and small protrusions 8a1 and 8a2, and a locking protrusion 7b and small protrusions 8b1 and 8b2 are projectively provided in pairs on one face side of the rotary body 1. Guide holes 9a and 9b slidable within a predetermined margin angle range when the locking protrusion 7a and the small protrusions 8a1 and 8a2, and the locking protrusion 7b and the small protrusions 8b1 and 8b2 are inserted is formed on a shutter plate 2. When the rotation input to the handle is interrupted during the rotation input, the shutter plate 2 is rotated in respect to the rotary body 1 in a relatively opposite direction of the rotary body 1 within the margin angle range, and a light transmitting path 1c is closed by the shutter plate 2.
